But I can not agree with the language of the last part of the proposition. I am in favor of extending all the liberality provided in the last part of it. so far as maybe. toforeigners coming here and declaring their intention to become citizens of the United States. But. sir. it occurred to members of the committee. and it certainly does to me. that there need not be any sentiment of patriotism or love of country on the part of native American or naturalized citizens brought into the discussion of the bill. The important question here presented to the committee was whether we would allow foreigners or citizens or subjects of other countries to come into our midst and acquire title to our mineral lauds. It was proposed that we should qualify it so it would not be easy to do so. The only means we could devise as a check was to agree that the amendment of the gentleman from Illinois shuld be added to the section. and that is the only reason for it. And I can not see any good reason. as a foreignborn citizen myself. why the amendment should not be adopted. When we allow any of these immigrants to come to this country and declare their intention to become citizens and to acquire title to land. there is nothing to prevent their disposing of their right which they have acquired whenever they may choose to do so.
