Owing to the fact that life was in danger. in peril. by these tramps of the seas bringing immigrants to our shores. we undertook. by a law passed two years ago. to inspect all of these foreign vessels. They made complaint to the Department. these steamship companies. stating that they were unduly subjected to police regulations. But that was not said for the better class of vessels. because it was to their interest to have the vessels. these tramps of the sea. which promised to run riot on the sea and disturb the decency of the exchange of passengers and freight. inspected and brought under proper regulations.
