Why can we not do the same thing and make our laws applicable to foreign vessels in the ports of New York. Boston. Baltimore. or Galveston? How can we administer our laws in regard to immigrants. how can we mitigate the austerities and horrors of the "middle passage." unless the laws of our States and the Federal Congress apply to foreign vessels coming to this country to trade? They have all the advantages of commerce with this country. let them take the burdens also equally with our own vessels.
