It is a nice. beautiful city. with a splendid population. but I undertake to say that there is not a town in the United States that in the lower part of that city has a more rowdy. uneducated. boisterous. uncontrolled population than the city of Boston. That is due very largely to the illiteracy of the people. They are emigrants who have come in there. I must say they are very largely Irish people. but.if there is a place in the world where a schoolmaster is needed it is right in the city of Boston. If you can compel them to go to school there and to submit to discipline you will do more for Massachusetts in that particular than you can do for almost any State that I know of. at least that part of it. The great body of the people of Massachusetts in the country are educated people. their children are cared for. but this foreign flood of immigration that comes into the city of New York. the city of Boston. the city of Philadelphia. the city of Baltimore. must increase the rate of illiteracy very greatly as it is described in this bill.
