The jurisdiction over thatmatter in Great Britain is with the board of trade. The President called the attention of Congress to it by a very urgent paragraph in his general message at this session and by a very urgent special message sent in during the session of last summer. Yet this bill slumbers. for some reason which I can not conceive. in the Committee on Comnicrce of this body. and the lives of American citizens. the lives of emigrants. the lives of all travelers by sea in American and forcign vessels are put to grievous and inexcusable peril by reason of the failure of our Government to come into this code. I do not propose to pursue the subject this morning. but I propose to -call to the attention of the Senate the evidence of what I now say at the earliest moment when the business of the Senate will permit.
