I will say in answer to the Senator from Kansas. that the bill imposes a tax of fifty cents upon every immigrant arriving in the United States. The bill was passed. as I stated. durin my absence. and I desire to have the billreturned to the Senate with a view of offering one or two amendments to it. I think it will operate very harshly upon some parts of the country. and tilmost exclusively in favor of the port of New York. as the bill now stands. M r. MILLER. of Now York. The motion must be decided without debate.
