I desire to call the attention of the Senator from Maine to a bill which I ask his consent to take up at this time. laying aside informally the appropriation bill. I wish to have taken up the bill (H1. R. No. 6677) to regulate immigration. I do not desire to antagonize the naval appropriation bill. but this is a bill of such importance. it being in the same line with the bill which has just passed the Senate. that I am very anxious it should be taken up and passed. I think it will give rise to no discussion.
