The design of the fourth section of the bill was to prevent and stop the systematio importation of the criminals and paupers of Europe into this eountry. and prevent their making of this country a poorhouse and a penal colony. The Committee on Commerce amended the bill. and the most important amendment dostroyed the effect intended to be given to the fourth section.
