I desire to ask unanimous consenut that I may report from the Committee on Commerce. for passage at this time. a substitute for a bill of very great importance in relation to immigrants arriving on out shores. The SIEAKEa. The Chair cannot recognize in succession two gentlemen front the sammi committee for motions to suspend the roles. except by unanimous consent. The Chair will submit to the House the proposition of the gentleman from Texas. which is that the Chair may be permitted to recognize a second gentleman ropresenting the Committee on Commerce. The gentleman from Texas desires to nmvo to suspend the rules and pass a substitute for the bill the title of which the Clerk will report.
