Speaker. if the House will hear with me one minute. I wish to say that I carefully examined this bill and had it so amended in the Committee on Commerce as to remove the objectionable features. While I would be perfectly willing to have the State of New York pay the expenses of keeping Castle Garden open for the purpose of receiving immigrants. still I recognize the fact which has been clearly demonstrated within the last week. that unless this bill becomes a law Castle Garden will be closed and the immigrants will be landed in the streets and become the easy prey of heartless and rascally landsharks. against whose miserable tricks they are now fortunately protected to a great extent. I do not anticipate that the passagemoney for steerage immigrants will be raised should this bill become a law. but even should this be the case. I would rather have the immigrant pay this sum than to forego the great benefits afforded by the institution called Castle Garden. None would have greater reason to deplore the failure of this bill than the immigrant himself. I newell as my colleague. both of us having examined this bill. agree that it should pass. fully believing that the good that will come front it will greatly overshadow anypossible evil. andthislatter contingency. shoimld it arise.. could and would be speedily remedied. I trust the bill as amended will pass.
