The evil to le remedied by the passage of this bill has been stated by the honorable gentleman froin Virginia as the threatened danger of a conflict between the Caucasian and Mongolian races upon the shores of the Pacilic. He has foriulated the existing conditions by the estimate that there are now 150.000 Chinese in the midst of a million and a half of our own people on the Pacific slope. The rate of increase of this evil of Mongolian intermixture has been estimated by another gentleman as at 1.000 per mouth ex cess of Chinese immigration over Chitese emiigration. To legislate to protect a million and a half of our own citizens against the irruption of vicious. diseased. rininal. and lawless classes . to legislate to prevent importation of servile labor nder contract. or the introduction of any form of serfilomn or slavery. or organized oppression of the poor that degrades or debases them. or brings free laborers in competition or in conflict with laborers who are not free. would seem to be a duty of this crisis. To remedy the evils existing and threatened we are asked to pass this bill.
