For that opportunity I am indebted to the courtesyof my friend from Ohio who has just addressed the House. It is well knowa that a bill to restrict Chinese inumigration was passed by both Houses of the Fortysixth Congress. but was vetoed by President Hayes on the ground that its provisions were in conflict with the then existing treaty between the Chinese Empire aud the United States. and known as the Burlingame treaty. President layes recognized the unrestricted iniigration of the Chinese as an evil. and the country is indebted to his administration for the negotiation of a treaty with China which authorizes Congress to regulate. limit. or suspend that immigration. The bill under consideration is intended to carry into operation the provisions of the new treaty. If it becomes a law the iilportation of cooly labor will be stopped after ninety days. and fur the period of twenty years.
