O the contrary. my heart goes out to those homeless families who huddle on the broken levees of that imperial but riotous stream. I applaud the most generous exertions of the natioual power in relieving their temporary distress. and hope to be able to applaud its wise superintendence in so bridling the Mississippi River so circumscribing it to fixed boundaries as to limit. as far as it is in human power to limit. its opportunities to inflict calamity on the strogaamod and stouthearted people who dwell in its magnificent basin. The people of Nevada. of California. of Oregon. have a. grievance in the continnauce of Chinese immigration. They have demanded of this House year after year the redress of this grievance. Shall the people of New York or Massachusetts or Connecticut set themselves up in judgment upon the people of California and Nevada and Oregon and pronounce their grievances imaginary and ntenable ?
