President. If my colleague were hero I should feel at liberty to vote to make the bill more perfect in the respects I have stated. and. if it could be made so. I should vote for the bill with the greatest pleasure. because to a certain extent I believe the case is made out that the kind of immigrants who come to this country from China ought to be prohibited. We have a right to prohibit them. or to suspend their immigration for a time. and. although it would be an exception from our public policy. it would be a wise exception which could be justified before the people of all parts of the United States.
