I have noticed. Mr. President. that most of those who lire ill favor of the largest liberty being extended to the Chinese immigrant to this country are also in favor of a tariffa tariff which has been urged as necessary to protect the American laborer from the degradation of competition with the panper labor of Europe. as it is usually termed. In reality. if ve may judge of their motives by the actioii of the men who axe now advocatiug a tariff. it was not the American laborer they wished to protect against the pauper labor of Europe. but it was the American capitalist.tho lordly manufacturer. that they wished to protect agaiiist the free competition of the capitalist of Europe. Our capitalist nanufacturer wanted a larger interest cOi his molnCley than the capitalist of Europe was willing to accept. and he was given the benefit of a tariff. Let us see how that tariff works.
