All aire embraced under the term "laborers" in the treaty. They are individuals who may move upon their own motion in going upon a vessel to comae to this country. and the owner of the vessel may know nothing of their character. They would have to give notice whether they were being brought here against theft will or not. and if they are to be transported hero it is as immigrants that those skilled laborers would come. because they do not rouse as partial slaves or coolies. They come as any other immigrant would come. and no shipowner. no officer of the Chinese Government or of our dovernment would have any other notice as to their character.
