In the documents accompanying the message from.the President of the United States submitting this treaty is contained the treaty project from the foreign office.. which is submitted bythe Chinese commissioners. and in that project the second article reads thus: Chinese who may be desirous of proceeding to any other part of the United Staes or urpsesof labor. excepting only the State of California. shall be aowdt oo"their own tree will and accord. Persons of all ether classes. with the exception of actual Chinese laborers. whose thnmigration into California will betemporarily regulated and linited by the United States. whether proceeding to Calitornia as teachers. stodents. travelers. traders. or arians. as well as au Chinese laborers now in that State. will be allowed to go and come with entire freedom. and will not be inclued in the limiting reglations. With that proposition before them. our commnissioners. in the meinoraudun included in inclosuro No. 5. state: The United States commissioners feel it their duty to insist upon their dlefinition of Chinese laborers. namely. tse words C hinese laborers are herein need tosicnify all immigration other than that for teaehing. trade. travel. study. and cuiesity hereinbefore referred to and provided for ia existing treaties. But they are willing to ado pt an article providing that the classes who are authorized to come andrsidein the United States shallbring the servants who are necessary to their convenience.
