He shall be protected in his home. in his residence. which shall be his castle. and in going to and fro whenever he listeth throughout the United States. But the Senator will go along with me a little further. We have told them. we have solemnly covenanted. as I said. that while we may put reasonable limitations and regulati ons upon immigration. we will not absolutely prohibit it. In this bill we do not absolutely prohibit. for twenty years. any Chinese labor from coming. we only declare that if he does come he shall go to the penitentiary. That is all.
