Therefore. as the basis of this bill. the coming of Chinese laborers here gives somebody an opportunity to disturb the peace. and they must be stopped and the temptation removeda liberal construction of the Lords prayer. "Lead us not into temptation!" But. sir. the authority to enter into this legislation in ordbr that the community into which a Chinesolaborer may come will not hereafter be tempted to commit a breach of the peace upon him is derived. if anywhere. from this clause of a treaty we have made with Cl1ina : Whenever in the opinion of the Government of the United States the coming of Chinese laborers to the United States. or their residence thereinYou will see that this bill is entirely based upon their comingaffects or threatens to affect tim interests of that country. or to endanger the good order of the said country or of any locality within the territory thereof. the Government of China agrees fhat the Government of the United States may rean. late. limit. or suspend such coming or residence. but may not absolutely prohilit it. The limitation or suspension slall be reasonable. and shall apply only to Chinese who may go to the United Slates as laborers. other classes not being included in the limitations. Legislation taken in regard to Chinese laborers willhe of sach a character only as is necessary to enforce the regulation. limitation. orsaspension of such immigration. andimmigrants shall not be subject to personal maltreatment or abuse. This legislation. if authorized under the treaty. must not conflict with any of several elements. It may limit as to numbers or time. it may regulate as to mode or manner or number. but it must not absolutely prohibit.
