It has been decided by Judge Blatehford. of the United States courtit has been decided by the Federal judiciarythat where a man claiming to be a naturalized citizen has done all that could be done on his part. and the clerk of the court or the judge has failed to do his part in making the authentic record. even though there be but a small note. minute. or niemorandunm. the fact of citizenship nevertheless follows. because the applicant did all in his power. I refer to 15 Blackford. From the record as published in our proceedings some time ago. and from the certificate which is before us. we know at least that the question of citizenshipis raised. and being raised. the governor had no right to decide it.
