Why sir. if Mr. Cannon be an alien. it is a matter for us to decide. the governor of the Territory has no right to set him aside because of sonm suspicion on that point. I am not arguing the question whether or not Mr. Cannon is an alien. I have. however. his certificate of naturalization here. oi whicl I suppose this governor proposes to pass as a sort of court. But the law recognized in New York and elsewhere is that a record of naturalization once made cannot be set aside even upon an imperfect record.
