Chairman. in behalf of Oakland Harbor. a portion of the bay of San Francisco. Oakland Harbor is on the east side of the bay of San Francisco. The Government has already appropriated some two hundred and fifty thousand dollars or more for the improvement of this harbor to which is brought the commerce of the Asiatic countries. and of the whole interior portion of my Sate. The people in the great producing valleys of the Sacramento and the San Joaquin find that Oakland Harbor is the point from which the wheat produced in the State should be shipped to foreign markets. And the commerce coming from China and Japan by sea ought to be landed at the Oakland wharf for reshipment over the great overland highway of the country.
