The yearly increase of our population is over a million. The emigration to this country is over three hundred thousand annually. This large increase of population increases the consumption of everything upon which the taxes are imposed. and this swells the annual revenue. Let us add to this surplus by a tax on the incomes of the bondholders and millionaires who have been exempted for years past.
