Mr. Chairman. there are direct advantages to be derived from this international conference. The naturalization in our waters of European fish is a subject that should receive careful attention. and by a comparison of views in this body of scientific men much may be learned as to the nature and kinds of foreign fish which thrive in our waters. In many of our States legislation has been effected establishing means for the protection and preservation of fish. and in many cases concurrent action has been taken among States bordering upon the same stream. What the States can do has therefore in some measure been done.
