It is an invasion of the rights of the people of that part of the State to settle their own affairs of this character. The Government of the United States has no right to come there and declare that the offense is of a different character and of a different nature because the owner of the property happens to be an Indian. It might with as much propriety say that if I steal from a Norwegian or a German or any other foreigner who has not taken out his naturalization papers. it should be a special offense because of the character of the person whose property was taken. I object to it upon principle. and I do not propose to be put down by the suggestion of the Senator from Wisconsin that this is an innocent bill. and that I am opposed to punishing men who steal!
