Chairman. I must say that I do not think any speech that has been delivered mects the question before the House except to a certain extent the remarks submitted by the gentleman from Kansas who has just taken his seat. I do not think that it is a subject thattaffects the Indians or the emigrants. I do not think that this is an occasion upon which outrages upon the Indians should be developed and elaborated. nor do I regard it as a time when we should talk about what perils and difficulties the euigrants who have gone to the West have been subjected to. That question is not now beforetheHouse.
