They make fraud and bulldozing at the polls a crime. They are the bane of repeaters and of ballotbox stnffers. They discountenance the use of tissuepaper ballots andforged and fraudulent naturalization papers. They are for the punishment of all crimes against the ballotbox wherever and whenever the Un ited States has jurisdiction over the subjectmatter of the offense and the person of the offender. It is a patent fact that the election laws of the several States which provide penalties for offenses against the ballotbox are a dead letter The case is a rare one in which a fraudulent voter has been punished for his offense under the laws of his State.
