I read a portion of the petition submitted to this lonse: On the 3d and 4th days of November. 1878. the day preceding the election. Coi. missioner John I. Davenport caused the Said Stephen Mosher to swear before him to about four thousand plinted complaints against the persons registered as voters ii thu different election districts in this city as having naturalization papers issued in the year cSoc. charging them with having "on one of the days of registration. for the pu rposo of registering or otherwise nnlawfully used a certificate of nat. uralization. knowing that it had been unlawfully issued or nade." tut containing no further particularo. said Mosher having. anid being known by Davenport to have. no knowledge whateverof theparties or of the facts. except slch as itomight have obtained fro copies of the registry lists.
