Is it simply a right to take your body out of your country and go and visit some foreign land. to travel around the world. if you please? Why. no. sir. that is not it. The right of expatriation is the negation of the English doctrine. "once a subject. always a subject." The right of expatriation is the right. not simply to change your domicile. but to change your allegiance. and there is not one word in this treaty that gives to any Chinaman whatever this right of expatriation. this right to change his allegiance. and we do not permit him to do it. for we do not permit him to become a naturalized citizen of the United States and thereby to owe dllegianceto the United States. We forbid any such thing. and therefore to say that abolishing that treaty is abolishing the right of expatriation or interfering with the right of expatriation. has no foundation whatever tp support any such proposition. I do not believe that I shall waste the time of the Senate any mere.
