I could add nothing new to the discussion. and it is not to my taste to restate arguments that have been advanced by other Senators. I simply rise to explain the vote I shall give on this subject. I am in favor of abrogating that portion of the treaty with China which allowsinrestrieted emigration. believinghat it is asevere grievance to our friends on the Pacific coast. and that it is beifer. allt tins considered. that the treaty should be modified in that particular. I believe the treaty as a whole is exceedingly beneficial to this Governmont. Although Congress has the power. according to the decisions of the Supreme Court. to abrogate this treaty by an act of Congress.
