Here in this Capitol the distinguished Senator from Maine. if I forget not. pronounced from the Speakers desk in the Hall of the House of Representatives. as the voice of the nation. a welcome to that embassy. I know that the nation itself pronounced the work a great and wonderful work. What has wrought this change ? The immigration of Chinese to California was as great before this treaty as it has been since. The cooly trade in point of fact has disappeared. This opposition springs from that .prejudice described by the Senator from Louisiana against race. a prejudice which I supposed the principles of the Declaration of Independence and of the Constitution of the United States were at war with.
