I do not know who the parties are that are guilty of malfeasance in office. and I do not know that the chairman of the Committee on Foreign Affairs can tell. There certainly should be placed restrictions where necessary. in order to secure an honest administration of these offices. I only speak of it as a system. So far as the remarks of the gentleman from California [Mr. LUTTRELLI are concerned. he is better acquainted with the subject to which he alludes than I am. and I hand bins over to my choleric friend from Michigan. I hope now I shall be free from these interruptions. and that the gentleman from Michigan and the gentleman from California can settle the matter of fees for Chinese emigrants between themselves.
