I am not prepared to discuss this proposition now. but I propose to do so next week. and to show the number of emigrants sailing from the port of Hong Kong and arriving at San Francisco. I think there must be a mistake somewhere. because as shown by the reports nearly two hundred thousand Chinese have arrived at San Francisco within the last twenty years. and more than. fifteen thousand within the last two or three years. At the rate of $2 per head. there ought to be a great deal more money than has been accounted for. I only speak from the record. It is due to us. whe we come to make these appropriations. that we should understand what amount has been collected and what has been done with it.
