That treaty has been violated by the employment of coolies. by the establishment of a system of cooly slavery on the Pacific coast. of which I hold the evidence in my hand. They have naturalized Chinamen in the United States. in direct violation of this treaty. For that reason I have offered this amendment. But as my friend from Virginia says that this whole subject is now heing considered by the Committee on Education and Labor. if itis the desire of the House that it shall be folly considered by that committee before it is brought before the House.
