I propose to add the words "nunless he has declared his intention to become a citizen of the United States." My object is to prevent the employment of Chinese or Mongolians on our Pacific coast steamers or sailvessels with a view to give employment to American sailors. either nativebor or naturalized. My object is to give employment to those men who contribute to the support of our Govermnent. those men who help to build up our institutions. who are prepared and are ever ready and willing to volunteer in the service of onr country. I do not think it is right to employ these Chinese or Mongolians upon our steamers carrying the American flag. especially those carrying the matis.
