It provides that an official notification from the government of the North German Empire of the employment of Mr. Frederick Iinkel in the consular or diplomatic service of that government. accompanied by a renunciation in writing by Hinkel of his naturalization in the United States. may be accepted by the President as evidence of a renunciation of such naturalization equivalent in effect to the residence of two years in his former country without intent to return to the United States. provided for in the fourth article of the treaty of February 22. 1868. between the United States and the North German Confederation.
