I ask noanimous consent to report from the Committee on Foreign Affairs. with the unanimous recommendation of that committee. a bill (H. R. No. 4661) to absolve Frederick onkle from his allegiance as a citizen of the United States of America. and to put the bill on its passage at this time. I can explain the reason for it in a moment. The bill. which was read. provides that whereas Frederick Henkle. a native of Germany and a naturalized citizen of the United States. having accepted office in the civil service of the German Empire and desiring to remain in such service and renounce his American citizenship. and having petitioned that his naturalization as such citizen be abrogated. therefore it is enacted that the declaration of intention of said Frederick Henkle to become a citizen of the United States of America and his naturalization as such citizen in all their incidents and effect are abrogated and declared to be of no effect. and he is absolved from his allegiance as such citizen.
