Tho local authorities in each State would know more of the character of the public lands in such States and their adaptability for cultivation or lumber or mining than tle central Government. Each State is anxious to increase her population and wealtl. and hence would offer everyinduceinut for immigration. There would be no conflicting interests in her legislation he relation to the disposal of the public lands. -tere in the National Congress we have conflicting interests to encounter in its disposal. The old States have over been jealous of the growth of the new. and are disposed to clog their progress.
