I have no personal objection myselfand if I had it would be countcrbalancedto considering this bill because it so chances that I am a member of each of these committees. It is not therefore in my own behalf in auy sense that I make this suggestion. but it seams to me very clear that a measure which is to execute. to coincidewith. or to ipinoge uspo an existing treaty. ought appropriately to be considcre bythe Cmmittere on Foreign Relations s .d not by the Committee on Commerce. although in sonm general sense or relation the bill maybe comeercial in its effect. Congress has power to regulate commerce with foreign nations. and anything that regulates commerce merely is appropriately referred to the committee having charge of such topics. but every Senator aust see that a provision restricting euigration from a foreign land whicl emigration proceeds largely in comsequence of a treaty made with that country. is a great -deal more than a matter concerning commercial relations. But. as I said. I am not going to li tenacious about this matter. for it is not likely in any personal sense that it would make a difference to me whether itgesto one committee or to aiother committee. both of which I happen to be a member of.
