I offer the following resolution and ask for its present consideration: Resolve. That the Committee on Commerce be. and it hereby is. instructed to inquire what legislation. if any. is necessary and expedient to provide regulations concerning the immigration or other arrival of persons in the United States from other eountries with a view to securing the people against the evils of pauperism. crime. and other iniries to the morals and goodorder of society. and with a view to lending all lawful aid to the States in the exercise of their sanitary and police juriedilien. and that said committee report by bill or otherwise.
