Some days ago I hadlaid upon the table a resolntion with reference to Chinese immigration. the resolution stating that the Senate advises the President to enter into negotiations with the government of Chiu to effect a change in the existing treaty so that the immigration to te United States of Chinese may be lawfully restrained. I desire to say that at as early a day as possible I shall seek to call up the resolution and have the action of the Senate upon it. I am aware that tomorrow we enter upon the iiipeacmneut proceedings. and it may le difficult to have this action immediately. bu at the very earliest day possible I shall ask the indulgence of the Senate. in order to have this matter considered.
