Will the gentleman allow nie to put a question to him before leaving this subject ? I should like to hear what you have to say to the suggestion of my colleague from New York in the cases of Mr. Burlingame and the other gentleman he mentioned on returning to their own country. whether they are not at liberty to resume their connection with this country under their citizenship or to be naturalized. Mr. E. R. HOAR. That was the grave mistake which ran through the whole argument of my friend from New York. in my apprehension. This bill. as it will be seen. does not say "The following persons shall cease to be citizens of the United States." It says: The following persons shll be regarded as not er bject to the jurisdiction of the United States within tle intent of the said fourtonth amendment. or as not residing within the United States within such intoub.
