Mr. Speaker. the present law of the German Empire provides that any person going into the service of that government thereby becomes a citizen of Germany. It works naturalization under their laws. Now. we do not require under this bill that the man shall permanently lose his citizenship in the United States by thus going into the service of a foreign power. But we do think it is reasonable. when we are seeing how we can tel who in foreign countries are our citizensand that is the object of the billto give our people acertain. direct. and easy method of showing their Governsent they are its citizens and entitled to its protection.
