I thin that inl this view the legislation proposed in the bill before us is open to serious Ubt. ShCUMAKER. of Now York. Does the gentleman mean to say that a person born it a foreign country of parents who are citizens of the United States aud who return to this country tmy not exercise the elective frachise without naturalization ? No such person. as I have understood. was ever deprived of the exercise of the elective franchise.
