There can be no obligatio oi the part of the Government of the United States to protect any man niiless there is an obligation on tit mani to obey thi laws of the United States and protect the iational honor. The obligation is reciprocal. Made up as our population is so largely of emigrants fron abroad. some of them of doubtful charaeterthe Italian prisons having been un oease emptied upon our shores. paupers and convicts having been sent herc at the expense of their home governtaentsI say we should guard well our policy upon this subiject. While we should be liberal ii granting .se groat piivilege of citizenship to all who way desire it. we should at the sane time hold it as a sacred right. Wher a man voluntarily leaves iis eountry. turns his back upon it. refuses to do military dity. refuses to pay taxes and goes so far as to take an oath of allegiance to a foreign coutry.
