We have a number of treatieswith different foreign nations il which some provisions of this bill are substantially included. They differ somewhat it their terms. and iti was thought expedient to make a general legislative provision which wouhl apply equally to citizens of all countries. these principles which have been recognized in our treaties with particular inations. The only particular. so far as I mu aware. in which in this bill any important distinction between native and naturalized citizen occurs is in regardto the length of time in which :r presimption of dolicilo may ariso when ia citizen has been naturalized here. retrns to the country froi wich hecant. mind establishes hitselt there. Wc have treaties with several nations of Europe already by wbich that presumption is held to arise miron two years residence. and that time has been fixed in this bill as tIre time to be applied alike in all cases.
