There are now two classes of publication in reference to immigrants arriving in the United States. One from the ])epartment of State. furnished by conssls in reports from foreign countries. and th other furnished by collectors. through the manifests of passengers arriving here. There is no need to publish both statements. The statement published heretofore from the Department of State is imperfect. the other is complete. The State Department and the Treasiry Department both concur it the report which I have here. in recommending the passage of this law. that the whole report may be published in the publicatie of tile Bureau of Statistics. as being the most desirable and perfect mode.
