Mr. Speaker. I know from my own recollection of the reports that canto to as. that in the wester country they used to take these sacks ly the dozen. laid them under their coaches when they got into mudholes. used them to fill up the mudholes. ran their coaches overthem. and left them to be picked up by the Indians or the next emigrant wagon. Reports of this sort of thing came time and again to the Department. and we were asked to correct it. Every man who has traveled in that country knows how these sacks of franked matter were piled up. sometimes by whole coaohloads. where several routes of mail communication were concentrated into a great line to be carried through a sparsely settled country.
