Speech #CREC-2017-10-25-pt1-PgS6797_t3

Upon arrival in Bangladesh, we have been briefed that many of them require immediate lifesaving assistance. To put this severity in some measure of context, yesterday, our Department of State and U.S. Agency for International Development characterized the resulting population movement as ``almost unprecedented''--almost unprecedented--amidst all of the other challenges we have seen in recent years, including the migrant crisis coming out of the Middle East and across the shores of the Mediterranean. Some research suggests the refugee flow from Burma has been swifter than the exodus from Rwanda in 1994. Many Americans will say: You know, honestly, we have a lot of challenges in the world. Why should I care about this one?
