Speech #CREC-2017-06-29-pt1-PgH5362_t4

If the public is ready for amnesty, then you can pass it. If we are not, you can't. The American people understand this intuitively, that we have got to stop the law-breaking and that we cannot be rewarding those who break the law. Now, there are those who think that we should somehow find a path of amnesty for those individuals identified unconstitutionally by Barack Obama in his DACA program--Deferred Action for Childhood Arrivals. They aren't all innocent little waifs who have been brought in by their mother against their will, as many would say. Instead, many of them are prime gang-age recruitment, young men.
